Ten Major Events of the 2018 Zhejiang Intangible Cultural Heritage

Ⅰ.The People's Government of Zhejiang Province issued the "Zhejiang Province Inheritance and Development of Zhejiang Excellent Traditional Culture Action Plan" and proposed to create a new highland for the inheritance and development of China's outstanding traditional culture in the new era.

On May 2nd, the People's Government of Zhejiang Province issued the "Zhejiang Province Inheritance and Development of Zhejiang Excellent Traditional Culture Action Plan", and proposed to accelerate the quality development of our province’s excellent traditional culture protection work by basing on people’s needs and emphasizing history and culture as well as characteristic culture. By 2022, Zhejiang Province will have implemented six major projects, Zhejiang World-class Cultural Heritage Development Declaration Project, the Traditional Village Residential Building Protection Project, the Intangible Cultural Heritage Exhibition Experience Project, the Zhejiang Excellent Traditional Culture Research Interpretation Project, the Zhejiang Excellent Traditional Culture Competitive Works Creation Service Project, and the Zhejiang Characteristic Traditional Culture Key Enhancement project to build the golden name card of Zhejiang culture and promote the construction of cultural Zhejiang.

Ⅱ.The establishment of the Zhejiang Provincial Department of Culture and Tourism has provided a new opportunity to promote the integration of the intangible cultural heritage protection industry and tourism industry in our province.

On October 25th, Zhejiang Provincial Department of Culture and Tourism was formally established. Zhu Guoxian, member of the Standing Committee of Zhejiang Provincial Party Committee and Minister of Propaganda, pointed out that we should take President Xi Jinping's “The Thought on Socialism with Chinese Characteristics for a New Era” as guidance, firmly grasp the opportunity of institutional reform, scientifically master the thought, advance steadily, and achieve practical results to carry forward the construction of cultural Zhejiang and picturesque Zhejiang with the spirit of reform and innovation. The party secretary and director of Zhejiang Provincial Department of Culture and Tourism, Chu Ziyu, called for institutional reform as an opportunity to give play to the effect of “culture + tourism” 1+1>2.

III.Implementation of the Rural Revitalization Strategy - Zhejiang Provincial Intangible Cultural Heritage Protection Work Promotion Meeting was held in Songyang County. It is proposed that the new era of intangible heritage protection should make new contributions to rural revitalization.

From March 22nd to 24th, the on-site promotion meeting of Zhejiang Provincial Intangible Cultural Heritage Protection Work was held in Songyang County. Chen Yao, deputy secretary and deputy director of the former Provincial Department of Culture, attended the meeting and delivered a speech. She proposed that the new era of intangible heritage protection should make new contributions to rural revitalization; Our work should be based on the construction of rural civilization, promote traditional folk customs, enrich festival culture, and promote cultural self-confidence;Our work should be based on the protection of traditional culture, constantly enrich the cultural sense of the masses, promote the inheritance and development of Zhejiang opera; We should rely on the revitalization of traditional crafts to help villages to become more beautiful and villagers to become richer, and promote innovative development and creative transformation; Our work should be based on the protection and utilization of intangible heritage, and further the construction of intangible heritage-themed towns and folk custom cultural villages; We should strengthen the overall protection, explore new ways to promote the development of intangible heritage protection and promote rural revitalization, and encourage the construction of cultural ecological zones.

Ⅳ.The list of representative inheritors of the fifth batch of national-level intangible cultural heritage representative projects was announced. The number of selected people in the province ranked first in all provinces, autonomous regions, and municipalities.

On May 8, the Ministry of Culture and Tourism announced the list of representative inheritors of the fifth batch of national-level intangible cultural heritage representative projects. 74 people from Zhejiang Province were selected, ranking first in all provinces, autonomous regions, and municipalities. Among the five batches, 3,068 national-level representative inheritors identified by the national cultural authorities, 196 people are from Zhejiang Province, ranking first in China, which is the result of cultural departments of different levels’ years of work of strengthening the protection of intangible cultural heritage and promoting the cultivation of the inheritors. On June 8, the Ministry of Culture and Tourism commended the advanced collectives and individuals of the national intangible cultural heritage protection work. Two collectives and five individuals in Zhejiang Province were on the list.

V.The 2nd "China Zhejiang • National Quyi (Chinese folk art forms) Heritage Inheritance and Development Forum and Observation and Exchange Exhibition" and "China Zhejiang (Shaoxing) • National Quyi Xiaoshu (storytelling to the accompaniment of stringed instruments) Inheritance Development Forum and Observation and Exchange Exhibition" were held in Shaoxing.

From May 10th to 13th, the 2nd "China Zhejiang • National Quyi Heritage Inheritance and Development Forum and Observation and Exchange Exhibition" and "China Zhejiang (Shaoxing) • National Quyi Xiaoshu Inheritance Development Forum and Observation and Exchange Exhibition " was held in Shaoxing. More than 30 experts and scholars, 20 Quyi protection work-related people, and 150 inheritors of 28 Quyi art forms who brought along with them over 40 outstanding programs from 11 provinces and cities like Shanghai, Jiangsu, Shandong, and Zhejiang came to participate. The event covered 28 Quyi art forms and carried out the activities of bringing Quyi art performances into communities, campuses, and cultural halls. In 2018, in order to promote the protection and development of the intangible cultural heritage of Zhejiang Quyi, the Zhejiang Provincial Department of Culture and Tourism organized a series of activities in Zhejiang Province, which consisted of seven major sections.

Ⅵ.2018 “Cultural and Natural Heritage Day” Zhejiang Province Chief Host City (Hangzhou) series activities with the theme of “Inheriting the Grand Canal Culture and Building Cultural Zhejiang” was held in Tangxi Ancient Town at the banks of the Bejing-Hangzhou Grand Canal.

On June 9th, the opening ceremony of the 2018 “Cultural and Natural Heritage Day” Zhejiang Province Chief Host City (Hangzhou) series activities was held in Tangxi Ancient Town by the Grand Canal. Vice Governor of the Provincial Government Cheng Yuechong, Executive Deputy Minister of the Provincial Party Committee Propaganda Department, Lai Yingjie, Member of the Standing Committee of the Provincial People's Congress and director of the Education, Science , Culture, and Health Committee, Jin Xingsheng, former Director of Provincial Department of Culture, Chu Ziyu, Member of the Standing Committee of the Hangzhou Municipal Committee, and Secretary of the Yuhang District Party Committee Mao Xihao, deputy mayor of Hangzhou Municipal Government, Chen Hongying and other leaders attended and jointly launched the event. At the same time, the symposium on the construction of the Cultural Belt of the Grand Canal (Zhejiang) and the protection, inheritance and utilization of cultural heritage was held to implement the 14th Party Congress of the province’s important deployment regarding “actively plan the construction of the cultural belt of the Grand Canal of our province and to the greatest extent to protect, inherit and utilize the culture of the Grand Canal. “Culture and Natural Heritage Day” is an important time node for cultural heritage protection work. Cultural and cultural relics departments at all levels should carefully organize and carry out a variety of publicity and exhibition activities, to vigorously promote Zhejiang's excellent traditional culture, and demonstrate the humanistic spirit of Zhejiang. The province has organized a total of eight major projects and 256 sub-projects of intangible cultural heritage, with more than 17,000 people directly participating in the event, and more than 370,000 people from all walks of life participating or interacting in the event on the scene.

Ⅶ.Formulate and promulgate the "Administrative Measures for Representative Projects of Intangible Cultural Heritage in Zhejiang Province" to establish and improve the working mechanism for the protection of intangible cultural heritage in our province.

On July 16th, the former Zhejiang Provincial Department of Culture issued the "Administrative Measures for Representative Projects of Provincial Intangible Cultural Heritage in Zhejiang Province (Trial)" to comprehensively strengthen the scientific and standardized management of provincial intangible heritage projects. It carried out the “3+N” protection actions for the intangible heritage projects included in the list of provincial human intangible heritage representatives, initiated the screening and selection of the recording results of the national intangible representative projects, carried out the emergent recording work of national representative inheritors in batches, carried out protection and evaluation pilots for some projects, organized the "Junior's Storytelling of Intangible Heritage" Zhejiang folk legend storytelling contest, "Anji Cup" 2018 the Most Beautiful Chinese Year • Zhejiang Old Custom Micro Photographic Works Competition, "Zhejiang Good Voice" 2018 Tradition Opera Special Performance, the "Intangible Heritage" Zhejiang Traditional Sports Comprehensive Exhibition and other activities to further enhance the scientific and standardized level of intangible heritage protection work.

Ⅷ.The 10th Zhejiang China Intangible Cultural Heritage Expo (Hangzhou Craft Week) and the 2nd China-Central and Eastern European Countries Expert Forum on Intangible Cultural Heritage Protection was held in Hangzhou.

On September 19th, supported by the Department of Intangible Cultural Heritage of the Ministry of Culture and Tourism, the 10th Zhejiang China Intangible Cultural Heritage Expo (Hangzhou Craft Week) and opening ceremony of China Central and Eastern Europe “16 +1” traditional craft hall, co-sponsored by the former Zhejiang Provincial Department of Culture and the Hangzhou Municipal People's Government was held at the Hangzhou Baima Lake International Convention and Exhibition Center. Vice Governor of the Provincial Government, Cheng Yuechong, Counselor of the Bureau of Outreach and Communication of the Ministry of Culture and Tourism, Zhang Zhongzhi, Executive Vice President of the Chinese Academy of Arts, Lv Pingtian, Director of the Science, Education, Culture and Health Committee of the Standing Committee of the Provincial People's Congress, Jin Xingsheng, Deputy Secretary General of the Provincial Government, Cai Xiaochun, the party secretary and director of the former Provincial Department of Culture, Chu Ziyu, representatives of the craftsmen from the 16 countries of Central and Eastern Europe and other leaders and guests attended the meeting. At the same time, in accordance with the arrangement of the Ministry of Culture and Tourism, in conjunction with "the Belt and Road Initiative" international cooperation, the 2nd "China-Central and Eastern European Countries Expert Forum on the Protection of Intangible Cultural Heritage" was jointly held to promote international cultural exchanges and cooperation. Over 50 domestic and foreign experts and scholars and craftsmen in the field of intangible cultural heritage protection participated.

Ⅸ.The Zhejiang Provincial Department of Culture and Tourism and the Provincial Department of Economy and Information Technology jointly released the list of the first batch of Zhejiang Provincial Traditional Crafts Revitalization to promote the revitalization of traditional crafts in our province.

On November 30th, the Zhejiang Provincial Department of Culture and Tourism and the Provincial Department of Economy and Information Technology jointly released the list of the first batch of Zhejiang Provincial Traditional Crafts Revitalization, and implemented the key tasks of the “Implementation Opinions on Implementing the Chinese Traditional Crafts Revitalization Plan”. A group of traditional crafts with solid foundation of inheritance, large production scale, good development prospects and which can help to promote employment were selected, including 100 items such as the Southern Song Dynasty kiln porcelain firing technique, Ningbo gold and silver thread colorful embroidery, wood movable type printing skills, Zhang Xiaoquan scissors forging skills, Jinhua wooden board paintings, Shengzhou clay sculptures, and Zhoushan snail inlays, and 15 categories such as textile dyeing and weaving, garment making, weaving, carving, furniture construction, metal processing, paper-cutting, ceramics firing, stationery making, lacquerware decoration, tea processing, and alcohol making. Our province will be guided by the revitalization list to drive the development and revitalization of the province's traditional crafts.

X.The preparatory work for the establishment of Zhejiang Intangible Cultural Heritage Museum continued to advance.

On December 11th, the Zhejiang Provincial Department of Culture and Tourism held a donation ceremony for the 2018 Zhejiang Intangible Cultural Heritage Collection at the China Silk Museum. The party secretary and director of the Zhejiang Provincial Department of Culture and Tourism, Chu Ziyu presented certificates for the 21 national intangible cultural heritage representative inheritors and Chinese arts and crafts masters who donated the works. Ye Jing, deputy director of the Zhejiang Provincial Department of Culture and Tourism, attended the donation ceremony and delivered a speech in recognition of the noble cultural sentiments of the donors. The Zhejiang Provincial Intangible Cultural Heritage Museum is one of the four major museums to be built in Zhejiang Zhijiang Cultural Center and will become a demonstration center of “Zhejiang Memory”. Zhejiang Provincial Organizational Committee Office has added six more staff to the Provincial Intangible Cultural Heritage Protection Center to support the construction of the intangible cultural heritage museum in the province.
